Duties of the Welfare Standing Committee
According to the Kerala Panchayat Raj Act, the Welfare Standing Committee in a Grama Panchayat is a permanent committee functioning for social welfare and the upliftment of backward sections of society. The major responsibilities of the committee are given below:
- Scheduled Caste and Scheduled Tribe Welfare
Implement schemes for the educational, social, and economic development of Scheduled Caste and Scheduled Tribe communities. - Women Welfare Activities
Formulate and implement programmes aimed at women empowerment, self-employment, safety, and health. - Child Welfare Activities
Coordinate activities related to child protection, nutrition, and educational assistance. - Welfare of Senior Citizens and Differently-Abled Persons
Supervise welfare schemes for senior citizens, differently-abled persons, widows, and other vulnerable groups. - Social Security Pension
Ensure the effective distribution of various social security pension schemes. - Anganwadi Activities
Monitor the functioning of Anganwadis, nutrition distribution, and child care services. - Kudumbashree and Self-Help Group Activities
Provide necessary support to Kudumbashree units and women self-help groups. - Social Awareness Programmes
Organize anti-drug campaigns, women and child protection awareness programmes, and related social awareness activities. - Prevention of Social Injustices
Take measures to prevent child labour, violence against women, and social discrimination. - Selection of Beneficiaries
Identify and recommend eligible beneficiaries for various government welfare schemes. - Coordination with Various Departments
Implement welfare programmes in coordination with departments such as Health, Education, and Social Welfare. - Upliftment of Backward Sections
Formulate and implement special projects for the comprehensive development of backward sections of society.
Responsibilities of the Welfare Standing Committee
As per the Kerala Panchayat Raj Act, the Welfare Standing Committee of the Grama Panchayat is responsible for coordinating and implementing various welfare activities in society. The major responsibilities are as follows:
- Implement welfare activities for Scheduled Caste and Scheduled Tribe communities.
- Formulate schemes for the social, economic, and educational advancement of women.
- Coordinate child protection and child welfare activities.
- Supervise welfare schemes for senior citizens, differently-abled persons, widows, and other vulnerable groups.
- Ensure the efficient distribution of social security pension schemes.
- Monitor Anganwadi activities and nutrition programmes.
- Support women self-help groups and Kudumbashree activities.
- Organize anti-drug campaigns and social awareness programmes.
- Coordinate activities to prevent child labour, violence against women, and social injustices.
- Identify and recommend beneficiaries for various government welfare schemes.
- Implement welfare programmes in coordination with Health, Education, and Social Welfare Departments.
- Formulate special projects for the upliftment of backward sections in the Panchayat.
