Duties of the Development Standing Committee
According to the Kerala Panchayat Raj Act, the Development Standing Committee of the Grama Panchayat is responsible for planning, coordinating, and supervising the overall development activities of the Panchayat. The major responsibilities of the committee are given below:
1. Development Planning and Project Formulation
Development Planning:
Prepare plans for the overall development of the Grama Panchayat.
Socio-Economic Planning:
Formulate programmes aimed at social and economic growth.
Spatial Planning:
Plan development activities considering the geographical characteristics of the area.
The committee plays a major role in preparing the annual plans of the Panchayat and presenting them before the Grama Sabha for approval.
2. Major Development Sectors
The committee supervises activities related to important development sectors of the Panchayat, including:
- Agriculture: Agricultural production, seed distribution, fertilizers, irrigation, and related activities.
- Animal Husbandry and Dairy Development: Welfare programmes for livestock and development of the dairy sector.
- Soil Conservation: Projects for maintaining soil fertility and conservation.
- Social Forestry: Tree planting programmes and environmental awareness activities.
- Minor Irrigation: Implementation of small-scale irrigation projects.
- Fisheries: Development of the fisheries sector.
- Small-Scale Industries: Promotion of local industries and self-employment opportunities.
- Public Works: Construction and maintenance of roads, buildings, and other public assets under the Panchayat.
- Housing: Supervision and implementation of housing schemes.
3. Energy and Infrastructure
- Rural electrification projects.
- Promotion of non-conventional energy sources.
- Installation and maintenance of street lights.
- Energy conservation programmes and infrastructure development activities.
4. Project Implementation and Monitoring
- Ensure that all projects under the committee are completed efficiently and within the prescribed time.
- Evaluate the progress of projects and make necessary corrections or improvements when required.
- Coordinate activities based on the recommendations of Working Groups and Grama Sabhas.
